Описание задания: ЕБРР требуется специалист (ы) для оказания краткосрочных консультаций сотрудникам ЕБРР по институциональным вопросам и вопросам нормативного регулирования отрасли, бизнес планирования, техническим, экономическим, финансовым, вопросам закупок и/или экологическим аспектам проектов в области городского траснпорта

Сроки: предполагаемое начало работы - сентябрь 2006

Требования к кандидату:

1. значительный опыт работы в указанных выше областях;
2. практический опыт подготовки и проведения экспертизы международных инвестиционных проектов и проектов реструктуризации в области городского транспорта;
3. навыки владения письменным и устным русским и английским языком.

Assignment description: the European Bank for Reconstruction and Development (EBRD or the Bank) intends to engage at least one expert (the experts) to provide short-term inputs to supplement those of EBRD staff. It is envisaged that assistance will normally require visits to the Bank?s clients either independently or accompanying EBRD staff. The experts would be awarded a non-exclusive framework agreement and be mobilised usually under short individual assignments (call-offs) with relatively short notice.
Assignments may include advising on regulatory, institutional, business planning, technical, economic, financial, procurement and/or environmental aspects of urban transport projects. Specific assignments may include one of more of the following tasks:
(i) analysing legal and regulatory frameworks, and drafting Public Service Contracts;
(ii) developing proposals for institutional strengthening and/or corporate restructuring;
(iii) business planning, including cost analysis and financial modelling;
(iv) public transport restructuring;
(v) advising on outsourcing services, including public transport, parking and street management;
(vi) identifying and appraising priority investments and efficiency measures within hard budget constraints, including: fleet modernisation (buses, trams and trolleys), tram infrastructure refurbishment, workshop equipment, road & bridge works, parking and traffic management (including public transport priorities);
(vii) preparing implementation plans;
(viii) advising on tender documentation.
Assignment Duration: Framework agreements are expected to be effective from September 2006 onwards for a duration of two years, with the possibility of extension. Individuals assignments would have a typical duration of one week up to two months.
Maximum Budget Available for the Assignment: The average cost of an individual assignment is anticipated to be around EUR 10,000-20,000 exclusive of VAT.
The consultant must determine whether any VAT would be chargeable on the services and the basis for that determination, without taking into consideration the Bank's special status as an IFI and state this to the Bank in their response to the Invitation for Expressions of Interest. To the extent that a consultant incurs input VAT on goods and services purhcased in connection with the provision of services (e.g. VAT on airline ticket) which is not otherwise recoverable by the consultant from the local tax authority, the gross cost to the consultant of such expenses shall be treated as a reimbursable expense.
Funding Source: EBRD's own resources.
Eligibility: There are no eligibility restrictions.
Consultant Profile: Individual services are required and the selection of experts will be based only on the capabilities and experience of the proposed individuals. In order to be selected, each expert will need to demonstrate:
1. significant expertise in one or more of the above mentioned fields in the Bank?s countries of operations, preferably in Russia;
2. hands-on experience in preparing and carrying out due diligence on internationally-financed transport investment and restructuring projects;
3. competence in spoken and written Russian AND English.
Submission Requirements: Interested consultants are hereby invited to submit expressions of interest. Only one CV per submission must be sent. Firms as well as individuals may apply, but firms must clearly pre-identify the expert they propose. In case firms wish to submit more than one CV, they must register each CV with a unique e-mail address through eSelection.
In order to determine the capability and experience of the individuals seeking to be shortlisted and selected, the information submitted, preferably in as one PDF or WORD format document, should include the following:
- a cover letter including full contact details, inclusive of address of the individual/company, phone and fax numbers, and email address;
- curriculum vitae, with nationality.
The above information must not exceed 10 pages, including the CV.
